Position
The Project Manager for Major Transportation Initiatives position (“Project Manager”) is responsible for leading specific major transportation projects. The Project Manager will assist the Transportation Section with the advancement of major projects to completion. To do so, the Project Manager will engage in activities internally as well as externally, especially with organizations such as the Pennsylvania Department of Transportation, transit agency and local governments.
Some of the specific efforts include: Highway Corridor Improvements Projects, Passenger Rail Study Management, Freight Infrastructure Plan Implementation, Bus Rapid Transit Planning Management, Micromobility Study, Interchange Justification Studies, Feasibility Studies, EV Charging Station Implementation, Transportation Carbon Reduction Program Development and Implementation, Transportation Alternatives Set Aside program management, or other initiatives in the Long Range Plan and/or Transportation Improvement Program, forthcoming Eastern Pennsylvania Freight Infrastructure Plan, Walk/RollLV: Active Transportation Plan or other agency adopted studies or plans. The Project Manager will supervise personnel through the application of a project-based matrix management structure, internal resources and utilizing consultants. The Project Manager will work in close collaboration with the Chief Transportation Planner and the agency’s Senior Management to support an organizational culture that is equitable, inclusive, and collaborative, and provides strategic and dynamic leadership within a high performing, professional workforce.
The Project Manager must have a comprehensive understanding of federal and state transportation and/or environmental planning and programming requirements, as well as a full understanding of MPO functions. The Project Manager reports to the Chief Transportation Planner, who leads the Transportation Planning Section. This position operates as a deputy to the Chief Transportation Planner, as well.
Responsibilities
Typical tasks and duties of the Project Manager for Major Transportation Initiatives may include, but are not limited to, the following:
•Lead major projects such as feasibility studies, highway corridor improvements projects, passenger rail study management, freight infrastructure plan implementation, bus rapid transit planning management, EV charging station implementation, among other initiatives.
•Provide support for the preparation and/or implementation of the transportationelements of FutureLV: The Regional Plan, including budget forecasting, projectselection and tracking.
•Provide support for the preparation and/or implementation of the region’s Transportation Improvement Program (TIP).
•Provide strategic oversight for the consistent delivery of large-scale initiatives.
•Manage large, complex transportation projects from conception, to planning, design, implementation and performance monitoring.
•Supporting seeking and securing of funding to achieve the desired outcomes of the Metropolitan Planning Organization (MPO) program.
•Ensure compliance with any federal-regulatory and/or grant funding requirements pertaining to assigned projects.
•Communicate effectively to a wide variety of stakeholders and the public
•Prepare, manage and implement third party selection processes.
•Manage third party consultants to ensure contracted outcomes.
•Prepare and manage budgets for assigned projects.
•Develop Board materials and presentations.
•Provide guidance to LVPC Sections to ensure the organization operates efficiently and effectively as related to assigned major projects
•Assure compliance with and ensure accurate and consistent application of policies and regulations and uphold required obligations from the United States Department of Transportation and Pennsylvania Department of Transportation and other regulatory agencies.
•Develop and maintain relationships and partnerships with the public, businesses, individuals, and organizations interested in the work of the LVPC.
•Collaborate with the Environmental, Community Planning, Data, Communications and Administrative Sections of the LVPC, as well as the Lehigh Valley Transportation Study Technical and Coordinating Committees and the Lehigh Valley Planning Commissioners to facilitate planning functions.
•Collaborate with Lehigh County, Northampton County, and Lehigh Valley communities and other organizations to further LVPC objectives.
•Prepare and support the preparation of planning documents and projects in conjunction with the LVPC Team.
•Ensure that the mission, brand, and brand integrity of the LVPC are maintained in all publications, projects, communications, and presentations related to the planning work program.
•Represent the LVPC and its policies to elected officials, organizations, and the public.
•Other duties as assigned.

Working Conditions and Special Demands.
Work is performed primarily in an office setting, although work activities may require attending meetings that involve occasional travel. The physical demands described are representative of those required to perform successfully the essential functions of this job. Qualifications
Bachelor’s Degree in an appropriate field of study including engineering, planning, or similar, plus ten (10) years of progressively responsible project management experience, including MPO planning, State Department of Transportation, other public sector transportation agency or similar work experience. Advanced degree preferred, master’s degree and/or PhD may be substituted for one year of experience each.
American Institute of Certified Planners, Professional Engineer or other related professional certification preferred. Other combinations of education and experience will be considered. Valid driver’s license required.
Salary
•Grade 11 – $87,349 – $131,023 annual salary, dependent on experience and qualifications, plus, excellent benefits, including but not limited to: paid time off, health, dental, and retirement.

The LVPC is active in the American Planning Association (national, state and regional,) National Association of Regional Councils, Urban Land Institute, Green Building United/US Green Building Council, Lincoln Institute of Land Policy, ESRI, REMI, Greater Lehigh Valley Chamber of Commerce, among other local, regional, state and national allied organizations and initiatives.
