Salary/Pay Rate: $95,000 – $108,000 annual based on education and experience
Job Summary
This is a responsible professional planning and administrative position, requiring a comprehensive knowledge of the physical, social, and economic implications of local planning activities, and the ability to integrate diverse planning projects with the overall objectives of the City. The work is performed under the policy direction of the Community and Economic Development Director.
Duties
- Directs the operations and personnel of the Planning and Zoning Bureau.
- Supervises the preparation and implementation of the City’s Comprehensive Plan, varied community plans, Zoning Ordinance, and Subdivision and Land Development Ordinance.
- Oversees review of land development, subdivision, and all other projects or programs that require review and/or recommendation of the Planning Commission.
- Administers the activities of the Planning Commission, Zoning Hearing Board, and historic review boards under the umbrella of the Planning and Zoning Bureau.
- Conducts studies and develops plans for various aspects of city revitalization and development, including coordination of citywide initiatives related to pedestrian safety, development of bicycle infrastructure and transit enhancements, and the inclusion of Climate Action Plan recommendations into the review and development process for all new development.
- Coordinates development and codification of housing, zoning, and land development ordinances to reflect citywide housing policies.
- Coordinates planning efforts with governmental, quasi-governmental, civic, and private stakeholders; coordinates City input into regional planning, including initiatives of LVPC and LVTS.
- Conducts public meetings and hearings.
- Attends conferences and planning institutes.
- Delivers addresses before civic groups and planning conferences.
- Initiates and coordinates public improvement programs.
- Assists in identification, application, and implementation of grants related to planning, parks, and community development.
- Provides technical assistance to the Director of Community and Economic Development, Mayor, Planning Commission, historic review boards, and others.
Qualifications
- Considerable experience as a Planner.
- Master’s Degree in planning.
- Comprehensive knowledge and understanding of modern urban planning and land use concepts.
- Ability to direct the drafting of legislation to accomplish planning and land use goals and initiatives.
- Ability to secure the cooperation of major civic groups and leaders in executing plans.
- Ability to speak effectively and persuasively.
- Ability to work collaboratively in a team-oriented environment while also being able to work independently.
- Strong analytical skills with attention to detail.
- Skill in supervising others.
